Dr. Oluwole Odutolu is a Public Health Physician, Global Health and Development Expert, and Social Policy Entrepreneur. He currently serves as the Managing Partner/CEO of Poliwonk Consultants Limited UK. He retired in 2022 from the World Bank Group where he served as Senior Health Specialist and Results Based Financing Coordinator within the Health, Nutrition, and Population (HNP) Group Practice and Global Financing Facility (GFF) in the African region for 17 years. He has over three (3) decades of experience working with government, non-governmental organizations (NGO), and international organizations on public health and development-related issues. He led innovative health care delivery projects targeting primary health care and reproductive, maternal child, and adolescent health with a focus on promoting accountability, reducing social inequality, and improving health outcomes for children and women in marginalized and underserved communities in Nigeria and other countries in the Africa region. His earlier work was on HIV prevention and control, and he was the first Country Director of APIN Public Health Nigeria Limited. He was the co-founder and first Program Director of Life Vanguards (NGO) Nigeria. He has board experience from diverse organizations.

He is a 1981 graduate of College of Health Sciences, Obafemi Awolowo University and he has Master of Business Administration (MBA) – Health Population and Nutrition – from Keele University UK in 1996. He is a Fellow of Royal Society of Public Health (FRSPH). He attended several courses on development from reputable institutions including Harvard Kennedy School of Government and London School of Economics. He has continuing interests in human capital development, social policy, equity, and financial inclusion as a policy analyst and monitoring, evaluation, and learning expert.

Wole is the pioneer Managing Partner and Chief Executive Officer of the organization.

Odutolu

Mrs. Obichukwu Nwazota is a member of the Association of Chartered Certified Accountants (ACCA) and a member of the Chartered Institute of Taxation of Nigeria. She is also a Fellow of the Institute of Management Consultants. She has a bachelor’s degree in accountancy from the University of Nigeria, Enugu campus.

Obichukwu began her professional career at Deloitte Nigeria, where she worked for 7 years before leaving to start UGN Consulting Services. She has over 15 years combined experience in Accounting, Auditing, Tax, and Management consulting services, having led, managed, and executed various engagements for private as well as public sector clients in the health care, construction, manufacturing, financial services, education, insurance brokerage, and health insurance industries.

She is also a notable educator in ethics and values, Management strategy, and ESG / Sustainability. Obi is a pioneer partner of PCL, and she leads the Organizational Management/Development Division of the organization.

Nwazota

Dr. Olalekan Olubajo Is a graduate of Obafemi Awolowo University Ile Ife Nigeria and he holds a PhD in Nutrition from the University of Ibadan and an MPH – in Health Economics from the University of Cape Town South Africa.

Olalekan is a transformative and result-driven health financing expert with over two and half decades of experience working in various positions in the public health sector at the federal level in Nigeria. His key areas of expertise include performance-based financing, budgeting and costing, nutrition financing especially resource tracking and target setting, design and implementation of nutrition programs, health systems, and primary health care. As the pioneer head of Health Financing at the National Primary Health Care Development Agency, Abuja, Nigeria, he was involved in different health financing studies and analyses including the cost of immunization study; public expenditure review for the health sector in Ondo state which was background study for the Nigeria States Health Investment Project (NSHIP); a primary health care resource tracking study with the World Bank and several rounds of National Health Accounts. In addition, he led the NPHCDA/NHIS team that worked on the Basic Health Care Provision Fund – developing the benefit package and the modalities for administration of the Fund.

He retired from the services of the Federal Government of Nigeria in 2020 and has since been involved in multiple consultancies in health financing and nutrition. Lekan is a pioneer partner of PCL, and he heads the Health Financing division of the organization.

Olubajo

Dr. Ojukwu Mark Ojukwu is a social entrepreneur and a development management consultant with a Doctor of Philosophy (PhD) in Sociology & Anthropology with a bias for health and development financing and human capital development. Particularly, focusing on sustainability planning, systems strengthening, institutional development, organization effectiveness, public policy analysis, monitoring, evaluation, research, and learning. Dr Ojay as he is fondly called has extensive experience in social development activism with proven technical ability in managing for impact; community systems strengthening; partnership and programs management; social accountability; gender; and social inclusion. He has demonstrated experience in working with multiple and diverse stakeholders using participatory and people-centered processes for social research, advisory services, and analytics. He’s been actively supporting state and non-state actors towards achieving sustainable development outcomes by developing strategies and deploying same to enhance human and communities’ capital development, as well as strengthening the capacity of Civil Society Groups and Networks. Dr. Ojay worked with ActionAid International and is currently in health and development management consulting. He is a creative person and often thinks in a contemplative way about issues of practical importance. He is a Facilitator/Project Supervisor with the Departments of Criminology and Security Study and Peace Studies and Conflict Resolution of the National Open University of Nigeria (NOUN). He also provides scholarly reviews of articles for international and national journals.

Ojay is a pioneer partner of PCL and leads the monitoring, evaluation, and learning division of the organization.
